CAN A COMPANY ISSUE FORM NO. 16 SHOWING TDS PAYABLE.

No. Form 16A is the proof of tax PAID on behalf on the assessee.

Form No.-16 is a certificate u/s 203 of the Income tax Act, 1961 for TDS deducted & paid under the head “Salaries”.
In case TDS dedcucted is not paid, you cannot issue a certificate.
