do we need digital signature of two partners while filing form 8 annual return of LLP if we do not have the CS certification

yes. LLP Annual Return Form 11 require digital signature of two partners if total obligation of contribution of partners of the LLP does not exceed Rs. 50 lakhs and turnover of LLP does not exceed Rs. 5 crores

thanks sir..plz tell if the date for filing form 11 is 31 may 2018 if the llp is registered after 30 September 2016

if you LLP is registered after the 01-10-2016 then you have to file LLP Annual Returns in the year 2018.
