Form 66 for Compliance Certificate

Hi,
My company is a private ltd company with 1 crore paid up capital from 2003 We have taken compliance certificate for f.y.2003, but did not submit any form to ROC. Now Form 66 has started so should I file Form 66 for F.Y. 2004,2005,2006,2007 and for 2008.
Please explain me.

Form 66 has been inserted wef September 2006, however there was always a requirement under the Compliance Rules to file the compliance certificate with the ROC. Hence if no form is filed yet, then there is a non compliance.
Hence it is suggested that you file Form 66 for all the back dated years.
