Do Form 16 PART A will be generated from the Traces Site of those employees whose TDS is not deducted in any of the 4 quarters of F.Y. but his salary amount has been fillied in deductee sheet in the 4th quater with 0 tds in front of his salary amt and his name has also been included in salary sheet of 24Q?

Yes. If details of emoployees are filled in TDS return then form 16 will be generated at traces.
