Who are the employer liable for giving form 16 to its employees? Can an Employer give form 16 who has not deducted any TDS on salary of its employee?

No.
TDS certificate can be issued only by the person who has deducted the tax and remitted to the govt.

Can an employer give TDS Certificate to an employee whose salary is below exemption limit and no TDS has been deducted from his salary?

No. In that case the employer can only give salary certificate if the employee desires.

Form 16 can be issued, when employer has deducted TDS.
