Please guide me , whether Form 16/16AA can be signed Digitally or Not?

In May 2007 GOI has given permission to use the Digital Signature on form 16 - so one can use digital signature to sign Form 16

whether rubber stamp is allowed as digital signature or not?

Digital signing means signing the document electronically. Rubber stamp is NOT a digital signature.
