Is form 16 is the obligaion of employer,
is it necessary to give form 16,even if employee has salary less than exemption limit?

only when the TAXABLE INCOME of employee Is more than the basic exemption limit, for eg. if for F.Y. 12-13, if taxable salary is more than 200000/-
