Fmv on 01-04-1981 how to determine

I sell property in Nov 12, which was purchase my father in 1968; for indexation purpose I have to take FMV on 01-04-1981.
My quetion is that how can I determine FMV on 01-04-1981? whether circle rate is justify or not?
