Fixed & variable concept is applicable in costing of product or services...capital expenditure is not a costing of product or services...however that expenditure which is fixed and will not be changed over the project capex period should be FIXED Capital Expenditure or Sunk Cost Like Land Cost will be Fixed Capital Exp.
