Simply figure out the reason why AD is not giving you the FIRC. It is the duty of Authorised dealer banker to provide you the copy of FIRC for RBI filing after remitting the funds in India.
If time is running then file declaration with RBI without FIRC so that compliance (time line wise) can be done on your part. After collecting FIRC file it later with RBI
