What is the eligibility for giving the Final Exam(new course)?
I mean how much time a student has to serve as articles before giving his first attempt of final(new course)?

If you joined articalship after PE-II,
then you have to complete Two and a haif years of articleship

The Provision for Pre-ponement of tenure of training to 2 years is only applicable to Students under old course.
For New Scheme, the Original Rule applies,
i.e. 2 and Half Years.

As per new notification of ICAI, now CA Final old and new couse student can appear in CA Final exams after the completion of two years of articleship.
