I have registered for final CA in October,2014. Can anyone tell when will be my CA final attempt as per new law ? Is the criteria of completion of 3 years of article ship before final CA exam is applicable??

You should be doing the last six months of articles as on the first day in which the exams are being held. I.e, the date of registration of ARTICLESHIP is relevant for determining the attempt, and not the date of regn of FINAL course.
