I am a LIC agent having a commission income of around 1.00 lac during FY 2015-16 For filing ITR 4 , I have to fill Profit and loss account to arrive at my commission income. Whther it is also mandatory to fill the Balance Sheet also ?

Yes, both Balance Sheet and P&L are required to be filled with details applicable to you
