No, individual can not file ITR for FY 2013-14 as due date for fileing return was 1 year from the end of assessment year which was 31st march 2016.
Now itr can be filed only if you have received notice from IT department.

Return can be submitted for balated refund claim for AY 2013-14 even after 31.3.2016 as per Notifcation/Cir. issued by CBDT u/s. 119(2)(b). See Cir No. 09/2015 dated 9th June 2015.
