WHETHER TAXABLE RETURNS CAN BE FILED FROM A . Y . 2011 - 12 TO A . Y . 2014 - 15 AS OF NOW.

As of now only IT returns for FY 14-15 and FY15-16 can be filed. For earlier years if you have received any notice from the income tax department then only you can file.
