Is form 16 required if no tax is deducted at source(In cases where tax payable is nil).In that case can we file the return based on salary statement as form 16 is not available.

no Form 16 is not required if TDS is not deducted.
yes you can file return even if tds is not deducted.but it's not compulsory to file return for you if your income is less than 150000 for A.Y 2009-10.you can file voluntarily.
