Dear Sir, Please provide me the export procedure to nepal under gst

You can export either with or without payment of IGST. For without payment of IGST, you need to apply for LUT. Normal export procedures will apply for Nepal as well.

If we export with IGST Payment. Who have to pay the igst tax amount?? We or buyer from Nepal??

You only need to pay IGST and apply for refund.
