i am consultant, giving advice to UAE based company, every month I provide invoice to UAE BASED COMPANY SHALL I ATTRACT SERVICE TAX , I RECEIVED FOREIGN CURRENCY AGANIST MY SERVICE , I AM GIVING SERVICE THROUGH ELECTRONIC MEDIA. (IE. BY MAIL, TELECONFERENCE ETC)

No, it will not qualify as service provided outside taxable territory and outside scope of section 66B. For more clarification read place of provision of supply rule along with Rule 6A of service tax rules.
