EXPORT SALPLE SALE WITHOUT SHIPPING BILL NO Are deductible in export sale and treated by department like a local sale & demand on interest on it. is this is lawful or not

export sample is out of GST subject to fullfill the IATA rule . like that should be send thru shipping/courier company and they have shipping bill and all.
if you have all the invoice with packing list and shipping or courier company details along with order copy . you do not need to pay interest .
