11 March 2011 I have three product "A", "B" AND "C". Product "B" produce from product "A", Product "C" produce from Product "B".and Product "C" can directly produce from "A"
ie.A -> B -> C, & A->B , A->C
now SION for producing "B" by importing "A" is notified in SION Book. and SION for producing "C" by importing "B" is also notified. Now Can I avail Advance Licence benefit by using importing Product "A" for producing directly product "C" where SION is not availabale.

15 March 2011 The authority to Volume II lie in exercise of the powers conferred under paragraph 4.11 of Export Import Policy 1997-2002. The Standard Input Output Norms (SION) applicable to the quantitative ratio for item of export With respect to their item of import .It also provides the value addition norms wherever applicable. The Advance License scheme, the Duty Free Replenishment Certificate (DFRC) and DEPB Schemes are governed by these norms.

The Norms published in the handbook of procedure vol-2 are for the purpose of facilitating the determination of the proportion of various inputs which can be used or are required in the manufacture of different resultant products. These norms are of immense importance for the purpose of licenses under the Duty Exemption Scheme. For standardization of norms, the manufacturer exporter or merchant-exporter, tied to supporting manufacturer, duly filled in with complete data, may make an application. Such applications shall be made to the Advance Licensing Committee (ALC) in the form given in Appendix-11A. The Director General of Foreign Trade may notify such norms as recommended by the ALC.

That i am aware for fixing the norms I have to apply to JDGFT. But could it be possbile by co-orelating Three product I can take advance Licence benefits.

Example

ExpItem Qty ImpItem Qty. Allowed
B 1MT A 1.23 MT
C 1MT B 1.07 MT
Then Can I Import
C 1MT A 1.07X1.23= 1.32 MT
