Whether explanatory statement under section 102 needs to be disclosed in the case of board meeting

In first line of Section it is already stated "A statement setting out the following material facts ...... to be transacted at a general meeting..."
Therefore, only in notice for general meeting explanatory statement is required. Else for other meetings it is not required.
