Excise registration

One of my client has receivable of Rs. 18 lakhs (appx) from one manufacturer of iron n steel, now the said debtor told us to take scrap from him as against the outstanding amount.
But, in that he will charge excise from us on the value. Presently we dont have excise registation because we are work contractor and trader.
should we get ourself registered under the excise law for excise duty credit or any other option is available to us.

then What about the excise that would be charged by the vendor ? Is it going to be the cost of purchase for me?
