Is there any excise duty leviable on sale of imported scrap in the india

My question is to confirm reg.compensatory excise duty if any leviable or not ?

If you are a Dealer you should pass on duty 14%+cess 2% S&H 1% & Additional Duty 4%
if you are a manufacturer you should charged all duty & vat/cst like 14%+2%+1% & vat/cst also.
