its applicable on manufacturing and Import also as part of custom duty

Excise duty is only on the production of goods and not on trading. But once GST comes into effect, trading goods also attract Excise duty called as CGST.

A trader can pass excise duty to his customer if he registers him self as a dealer under central excise.
