when the department will come to know that we are liable , whether when the return is submitted or duty is paid through challan, why and how?

you can read the cenvat rule 2014
and also you are trader then quarterly return to be filed
for mfg. monthly return till 10 th of every month for last month retrun.
and duty will be deposited by u till 6th by online and till 5th by challan
