If any item is mentioned in the schedule of Excise as dutiable it will be excisable.
More clarification can be gib=ven on exact clear picture of concern.

Please check chapter 8423

Usually wiegh bridge will not be subject to excise duty, but articles/accesories required to construct in KDC will be subject to excise duty.
