please let me know what is the function of the above apostrophees (" ") ?

24 June 2013 please see formula for IF function
Ex:
=if( logical test,value if true,value if false)

it is u to define logical test and you can choose what value you want in case of true and what value you want in case of false

so in your case it says

if cell id > 0(if it is true) give value equal to G11+H11

if cell id >0(if it is false means less than 0) value will be blank(means no value will come a blank cell will remain if you apply this formuale
