Can I use other's debit/credit card while paying my examination fee through online.

Yes...you can use other's debit/credit card for paying your exam fee online.
Generally when you use somebody's else card for making payment on your behalf, the holder of the card will have to sign a declaration authorising the payee to charge his card against such payment.
