Is filing of ESI & PF Return compulsory for employer if none of the employees salary covered in ceiling limit.

yes it will be required to be filed if the exemption letter has not been taken from the PF office. If the exemption letter has been taken from the PF office then the same is not required to be filled

How to get exemption letter form department?

You need to submit a letter to the department stating the reasons for exemption and need to follow the process suggested by them to get the exemption letter
