ESI applicability to companies

14 August 2008 My question is about the applicability of ESI act to companies which has more than 20 employees (in the case of establishments working without the aid of power).

The query is whether
- it applies to companies which has more than 20 employees irrespective of the amount of salary of each employee

or

- to companies only if the no. of employees (whose salary doesn't exceed 10k p.m) crosses twenty.
