As per the instruction No4/99 construction workers working in construction sites are not covered under esi.
"Construction worker employed in construction activity are not covered under ESIC"
ESIC circular NO. P-12(11) dated 27th Nov. 1999 Ins. IV 14-6-1999
However is administrative office employees 20 or more employee that establishment and employee working in administrative establishment will be covered
