Are you uploading it under sec. 139(9) of IT act? i.e. it is reply against any defective notice? Or else it cannot be filed under sec. 139(4) or (5) of IT act.

It is available only if you have received any defective notice. If not opened in your case, you can file complaint under Grievances in these regard. Also ask for extension of time period to reply the notice.
