ER-2 is required to file if we are in Service sector and we are filing ST-3 in every half year.

13 October 2011 ER-2 is applicable for Export Oriented Units in manufacturing sector. You are not required to file it.

15 October 2011 Rule 17(3) of Central Excise Rules, 2002 specifies submission of monthly return for EOU units which is further specified as Form ER-2 under notification. You can take a ground that you are not a manufacturer and not removing any goods and further, you must not have taken Central Excise registration.

15 October 2011 sir we have Central Excise registration to CT-3 for Excise & CST exemption when procuring goods from other states.
