But he cannot withdraw his FPF family pension fund as it is the commuted pension received after the retirement.

no person withdraw his PF before retirement or resignation.
but can take advance against pf depsit for marriege nad home purpose, this is called advance against PF and which will not required to pay back .your ground is also solid but minimum contribution of 5 years is required to take loan/advance.
pension portion also withdrawn on resignation below 10 yr service.
