Education cess not passed by first stage dealer

Dear Experts,
Any body can tell me that, First Stage Dealer can pass only Excise Duty, not the Education & Secondary & Higher Education Cess.
Regarding this, I got a invoice from a first stage dealer, in this, he only passes me the basic excise duty not the edu. cess & S&H Edu. Cess. After questioning to him, he said about a month ago, there is no provision for pass the Education Cess & S&H Edu. Cess.
Kindly give some light upon this matter as soon as possible.

Education cess and S.H. cess is not available in imported goods. Dealer can only pass the CVD and SAD on imported goods and purchase from manufacturer dealer can pass the basic excise duty and education cess and H.S. cess.
