what is Education cess and /higher education cess? where the collected amount goes? what purpose amounts used for?

Education cess and higher education cess are the cess which are levied on many types of taxes like income tax,excise duty,service tax,custom etc. These taxes are deposited with the central government. The central govt then uses this amount for its various educational programs.
