Dear Sirs,
Would you please tell me about the circular of Cetnral Excise under which an E.O.U. can purchase HSD (High Speed Diesel)without payment of duty from Depot as well as Refineries.
Kindly tell me asap.

Notification no.22/2003-CE dated 31.03.2003 as amended from time to time, latest amended by notuification no. 24/2008-CE dated 11.04.08 and 26/2008-CE dated 5/5/2008. All the items listed in List-I to this notification can be procured.
