Due date for registration for articalship form

As my friend has cleared his examination from November-2011 attempt. He has till date not submitted his articalship form. So I wanted to know that what is last date for registration of his articalship form to Institute so that his final attempt could not be delayed i.e. it will fall in November-2014 , Is there any clause for panealty ? If there please kindly inform me as early as possible..

Last date of registration is april 30th 2012, to get november 2014 final attempt.
