Dividend to Redeemable preference share

Is it complusory to pay dividend by Private co. to Redeemable preference Shreholders carrying fixed rate of dividend who is having Foreign Companies as shareholders.

Is it cumulative or non cumulative? The contract rate of dividend has to be paid, before any dividend for equity shareholders are paid for any year.In the case of cumulative even the arrears will have to be paid before any euity dividend for any year.
