Company can not make dividend from any capital reserve it can anounce dividend only out of divisible profit.
From your Qn it semms to be a capital reserve hence not allowed.

Dividend can be declared from capital reserve provided it is realised.
If it is unrealised then company cannot declare dividend from it.
If it is unrealised then company cannot declare dividend from it.
