Can u just let me know the difference between notification and circular.
amendment in law is made thru which of the two.
whether any case can be filed with court on the basis of circular or notifications

Notification is next to ACT, i.e. , binding on everyone.
Whereas, circular is within department document, mandatory for deptt. officials to follow, but not binding on Tribunals, High Court/SC.
