What is the difference between window feature
service pack 2 and service pack 3 , as I am
not able to access the www.incometaxindiaefiling.gov.in and they said to install service pack 3

Service Pack 3 is sort of patch which windows generally release to get rid of bugs..
Do install the same & no harm in that it is free of cost can be downloaded from windows site.

If you have genuine windows and your computer is regularly connected to internet then it will automatically upgrade to service pack 3. Alternatively you can download the file in .exe format from windows website. It is nearly 350 mb file.
