What are the provision to charge depreciation in case company has incurred loss?
and in such circumstances can dividend be paid?

it is irrelevent whether Company is doing propfit or loss to charge depreciation in books of accounts . Depreciation has to be charged even when Company is under loss.

But wht if loss is only due to charging depreciation?

just because of that you cannot ignore charging depreciations. You have to charge depreciations ...but in financial reports you can show your Company position - like results before depreciations and results after depreciations..
