can i claim depreciation on the amount i have paid to the dealer as a booking amount to purchase a car.

No. Unless the asset is put to use u can not claim depreciation.
If the asset is ready to use , but not used more than one financial year then depreciation can be claimed.
If the asset is ready to use , but not used more than one financial year then depreciation can be claimed.
