means my registered address on iec : X
and i want to delivery in address : Y

Generally you must mentioned address H.O. they will dispatch this letter where your bank account is mentioned in appendix-18 a

You should not do so otherwise if the customs department and the excise department suspects your intention then you will be in problem and the address which you have mentioned in your certificate should be the proper destination. The expert has added further and he is also correct.
