Delay in refund

In one of case, itr V has been received on 15/10/2015, however retrun is still in process. In the earlier months Cpc was processing returns in just 15 to 20 days of itr V receiving. Now why they are taking so long to time tor process the returns?
Please advise me.
basically the worker/officer union are on strike i.e off record strike.
they want salary increment.
such union covers almost 97% of total income tax officers.
So they are not working properly.
