Defination of imported goods

27 April 2016 Customs Act, Sec 2 (25) States -
"imported goods" means any goods brought into India from a place outside India but does not include goods which have been cleared for home consumption;

Does it means that, after clearance of good, they are no more called as Imported goods ?
