if an employee retires on 28 feb 2013 & receives full employee contribution to PF in march. can he get deduction u/s 80C of his cont. to PF from april to feb ?

Yes, he would get the deduction.
There is nothing specified in 80C on this, they say "Any contribution made by an employee to a Recognized Provident Fund"
