Deduction of interest on housing loan

Sir,
I have obtained loan from bank and paid interest, but my construction is completed feb. 2015 end. I have eligible to get deduction of int on housing loan, whether the building completion certificate is mandatory of not. if yes the certificate from architect/engineering is sufficient or the certificate from municipal Corporation.
Please guide me certificate whether is mandatory of not?
