No, they would get exemption to the extent of actual rent paid by them.

Each of them would get exemption for lower of below three conditions.
1)Actual Rent paid minus 10% of basic salary.
2)50% of basic if staying in Metro cities otherwise 40% of basic
3)Actual HRA received from employer
Please calculate exemption for each of them separately.

Assumption :-
1. They are staying in a single rented house @ 1,20,000 p.a.
2. Rent is paid by Husband (Licensee).
3. As per you
a) Husband is illigible for Dud of Rs.
1,10,000
b) Wife is illigible for Dud of Rs.
80,000.
CONCLUSSION :
Can they both claim the deduction of Rs. 110000 & 80000 resp.
or any one is illigible for duduction ?

No. I cleared this my previous reply itself. They both should be paying some rent to claim exemption.
In this case rent is paid by husband only so he only can avail the exemption.

Yes then they both can claim to the extent acutal rent paid.

Rent paid by each of them.
HRA received by both of them
Basic salary earned by each of them
